In the Name of Allah, the Most Gracious, the Most Merciful.

as-Salamu `alaykum wa-rahmatu-Llahi wa-barakatuh!

We, the Mujahideen, went out to fight against the infidels not for the sake of fighting, but to restore the Shariah of Allah in our land. Allah says that He does not change condition of people until they change it themselves. Today, as during all times, the condition can be changed only with a weapon in hand. If the Allah’s Religion could be established on Earth using another method, then our Prophet (peace and blessings of Allah be upon him) would not participate in 27 battles.

There is no power and no might except Allah, and at the same time Allah says us to make a cause and prepare forces for waging the war, as mush as we can. As much as we can, it does not mean equaling in amount to what kuffar have. It is impossible at this stage, don’t be mistaken and remember: the victory of Muslims will come, Inshaallah, not because of amount of warriors or abundance of weapons, but it will come because of our fear of Allah.

And fear of Allah is such state of a soul and such behavious of a Muslim, when he is afraid of violating limits of permitted and forbidden, which were established by Allah. The most important prohibition is contained in the formula of the faith itself: La ilaha illa Allah. Repeating these great words is easy and simple, but putting it into practice is not easy and not simple, because achieving the Paradise is not easy and not simple.

Allah the Most High warns us in the Qur’an that he will not forgive shirk – associating companions to Him, but He can forgive anything less grave than that, if He wills. Muslims must be afraid of it always, throughout their entire life. So we, Mujahideen, reject any laws, rules and establishments that do not come from Allah. Jihad against Russian kuffar never stopped, it was revived 16 years ago in Chechenistan, when Jokhar Dudayev (may Allaah have mercy on him) by the will of Allah became the leader of Chechen people. Since then several leders have changed. We ask Allah to bless their gazawat (Jihad) and all brothers who preceded us.

Whatever political slogans were pronounced and whatever words used to describe it, those who went out to fight against Russian kuffar spoke only about Jihad and death for His sake. Averyone will be awarded according to their intentions, Inshaallah.

Every leader of Jihad spoke and acted according to his understanding of the Religion and the situation. We, Inshaallah, don’t condemn and don’t criticise them, but ask Allah to have mercy on us and them.

By the will of Allah, praise be to Him the Most High, it was my destiny to lead the Jihad. The Most High sees that I did not want, did not seek such responsibility and I never thought that I will have to carry such burden. But since it was my destiny, I will lead and organize Jihad according to understanding given to me by Allah the Most High.

I announce to all Muslims that I am waging a war against infidels under the banner of “La ilaha illa Allah”. It means that as the Amir of Mujahideen in Caucasus I reject everything associated with taghut. I reject all kafir laws established in the world. I reject all laws and systems established by infidels in the land of Caucasus. I reject and declare outlawed all names used by infidels to divide Muslims. I declare outlawed ethnic, territorial and colonial zones crying names of “North-Caucasian republics”, “Trans-Caucasian republics” and such like. All lands in Caucasus, where Mujahideen who gave bayah to me wage Jihad, I declare wilayahs of the Caucasus Emirate: wilayah Dagestan, wilayah Nokhchiycho (ex-Chechnya), wilayah Ghalghaycho (ex-Ingushetiya), wilayah Iriston (ex-North Ossetia), wilayah of the Nogay steppe (includes parts of northern Chechnya, Dagestan and Stavropol district), the combined wilayah of Kabarda, Bulkar and Karachay.

I don’t think that it is necessary to draw the borders of the Caucasus Emirate. Firstly, because Caucasus is occupied by kuffar and apostates and it is Dar al-Harb, the territory of war, and our nearest task is to make Caucasus Dar as-Salam, establishing the Shariah in its land and expelling the kuffar. Secondly, after expelling the kuffar we must reconquer all historical lands of Muslims, and these borders are beyond the boundaries of Caucasus.

I foresee objections of all educated and uneducated hypocrites, who will claim that we are establishing an abstract, virtual state. I would like to say, Inshaallah, the Caucasus Emirate is a formation that is more real than all artificial colonial zones existing today. We will scrupulously, methodically, step by step introduce, enforce the Shariah order in our land. The establishment of Shariah is an elevating of Allah’s word, and it is the essence of Jihad.

Those who were sitting behind and evaded Jihad had different arguments. One of them, democratic terms, which we left intact and did not attach importance due to a misunderstanding. I accept this argument and we reject these names and titles. It is time to bring into line our intentions, our words and deeds. In that horrible day, when we will stand in front of our Creator, I don’t want to be accused when they will look for excuses. I fear Allah’s punishment. So I remind once more about the banner under which we went for Jihad. We went for Jihad to establish the Shariah of Allah. We will strive for His sake, and the result is Allah’s.

I said it earlier and I repeat it again. We are an inseparable part of the Islamic Ummah. I am saddened by the position of those Muslims who declare as their enemies only those kuffar who attacked them directly. And at the same time they seek support and sympathy from other kuffar, forgetting that all infidels are one nation. Today in Afghanistan, Iraq, Somalia, Palestine our brothers are fighting. Everyone who attacked Muslims wherever they are our enemies, common enemies. Our enemy is not Rusnya only, but also America, England, Israel, and everyone who wages war against Islam and Muslims. And they are our enemies mainly because they are enemies of Allah. Once again I foresee condemnation of such position by hypocrites and panic of weak Muslims, not firm Muslims. Typical arguments in such cases include that it is a foolish policy, that we will set the whole world against ourselves. Subhanallah! As if the whole world of infidels and apostates does not already wage war against Muslims. With regard to policy I would like to tell all my opponents: the real and wise policy is a policy based on the Qur’an and the Sunnah. And the foolish policy is a policy based on hollow expectations, incomprehensible fantasies and fear of a visible power.

And I remind to Mujahideen fighting for the sake of Allah and also to oppressed and humiliated Muslims that as the Amir of Mujahideen in Caucasus I am the only legitimate power in all territories where there are Mujahideen who gave an oath to me as the leader of Jihad.

All Muslims have an obligation to help Mujahideen in every way they can. And I remind: kuffar and apostates from local collaborators are objects for eliminations, and not subjects of authority.

The following is a Sharh (explanation) of Al-’Aqeedah at-Tahawiyyah [by Imaam at-Tahaawi] by the Noble Shaykh, Hamood bin ‘Uqla ash-Shu’aybee [rahimahullah]. For those who don’t know about this book, it is an ‘Aqeedah book and is considered one of the best and purest. As for the Sharh, it is in audio format and is in Arabic.

May Allah have mercy upon the Shaykh and enter him into the gardens of Jannah. Ameen.

Ameer Dokka Umarov under attack from secularists

as-Salaamu `alaykum,

for several years Chechen secularists residing in some European countries have been attacking our brothers in Chechnya for their rejection of taghut and worshipping Allah exclusively. One of the secularists Ahmed Zakayev still holds a title of “Foreign Affairs Minister of CRI”. Zakayev several years ago tried to prove that democracy did not contradict Islam. Subhana Allah! His stance apparently did not change. Now he tries to defend the “legal basis of the Chechen state” with such attributes like democracy, parliament, border lines drawn by kuffar, UN recognition (which Chechens never received al-Hamdu Lillah) and other secularist trash.

One of our brothers who explicitly wrote about rejection of taghut in all forms is Movladi Udugov, Minister of Information of CRI. His articles were published two years ago by Kavkaz-Center.

Earlier Chechen leaders did not explicitly declare their stance for reasons which Allah knows best.

al-Hamdu Lillah, Dokka has taken an uncompromising stance on such important issues as complete and public rejection of taghut, our common Jihad, al-walaa’ wa-al-baraa’.

Following is a partial translation of an article published by Chechenpress which is a web-site affiliated with secular Zakayev. The article itself is a Russian translation of a Radio Liberty’s Chechen language broadcast. Needless to remind that Radio Liberty is a US sponsored radio network advertising democracy.

Dokka Umarov Has Proclaimed an Emirate in Caucasus

A week ago Ahmed Zakayev issued a statement concerning some political forces that are considered supporters of the armed Chechen resistance but at the same time are trying to crush the constitution and the international legal basis of the Chechen state proclaiming the establishment of the Caucasus Emirate. Zakayev’s statement was not baseless.

In confirmation of Zakayev’s concerns, Radio Marsho (Chechen language bureau of Radio Free Europe/Radio Liberty) received an e-mail message carrying a statement by Dokka Umarov about his intention to establish the Emirate. The discussion in internet around this event intensifies every hour.

Martanov Baudi (RFERL journalist) has prepared a material that will let you become more familiar with the contents of Dokka Umariov’s statement and opinion of those who consider it a treachery.

Martanov Baudi: Before we heard Dokka Umarov’s statement it was hard to understand who was a person reportedly intending to destroy the legal basis of the independent Chechen state proclaimed 16 years ago under the leadership of Jokhar Dudayev. But now we have a possibility to investigate where does it come from. Radio Marsho has received an e-mail with the statement itself so we don’t need re-tellings and assumptions. A message is 15 minutes long, has birds singing in the background and apparently was recorded in a forest. The leader of the armed Chechen resistance says in the statement that it was made 25 Ramadan coinciding 7 October, which is Russian president Putin’s birthday and a day when famous journalist Anna Politkovskaya was killed in Moscow. If Putin, who tries to inspire the West with the opinion that Chechens are not fighting for their freedom, but are international terrorists connected to al-Qaeda and seeking to establish the Caliphate in Caucasus, heard this message that day, he could consider it a gift on his birthday. Listen yourselves.

Dokka Umarov: We refuse to accept these names and titles. It is time to bring into line our intentions, our words and deeds. I remind once more about the banner under which we went for Jihad. The Jihaad in Pakistan has already begun and is taking form. All the Muslims, especially the Pakistani Muslims in the West should be supportive of the Mujaahideen. They are fighting for Allah’s Cause whereas the NaPak Army is fighting for the Taaghooti Cause. Already the Mujaahideen have control over some areas, establishing the Shari’ah, and kicking out the Murtadeen. Out of all the Jihaad’s today, this has to be the most successful Jihaad in the shortest rate of time, wallahu ‘Alam. Of course, it’s not fully formed yet nor completed, but the mere fact that after the Lal Masjid siege, the Mujaahideen took up arms against the Murtadeen Army, kicked them out of certain cities and established the law of Allah ‘Azza wa Jall (yes, with Islaamic Courts) in just a time span of a few months, this has to be the fastest rate of a successful and fruitful Jihaad. We pray that Allah ‘Azza wa Jall gives more power, ability, strength, and help to these noble brothers who are a mix of not only Pakistani’s, but you’ll find Muslims from Uzbekistan, Afghanistan, Sheeshaan, Turkey, Africa and many Arab Countries involved in this Jihaad.

Fazlullah’s spokesman said that the local Taliban had a complete hold on Kanju, Bara Bandai (recently named as Islam Bandai), Koza Bandai (named as Shariat Bandai), Sangota, Shakardarra, Pir Kalay, Charbagh and Sambat. “In these areas, we have established check-posts manned by local Taliban,” he said.

“We have simple demands: withdrawal of security forces from Swat and enforcement of Sharia in the region.” He maintained that the powerful military of Pakistan could dismantle their recently established rule in parts of the region but it would lead the country to an Afghanistan-like situation as they would wage a guerrilla war against the security forces.

The Pulpit: The greatest weapon in Islaam

When it is asked, “What is the greatest weapon that the Muslims had and still have?” What would you say?

If you immediately thought of Imaan and Yaqeen in Allah ‘Azza wa Jall, then this is correct. Our greatest strength against the enemies of Allah Ta’aala is Imaan and Yaqeen; and coupled with Imaan and Yaqeen is Sabr, Love for Allah, His Messenger, Jihaad, and so on.

However, this answer needs a little more clarification in order to put that Imaan and Yaqeen in motion.

Before the greatest men on the this earth, the Sahaabah, fought against the mammoth sized army of the Romans and Persians, their Imaan was, so to say, electrified through the sermons on Jum’ah.

Before the Sahaabah faced the armies of Kufr and Apostasy, their Imaan was mobilized by Rasoolullah (sallallahu ‘alayhi wassallam) and others through what was communicated to them from the pulpit.

Therefore, we see that the pulpit was used as a weapon against the disbelievers and hypocrites since it rallied the armies of Imaan against the armies of Kufr. These are incidents where the pulpit was used in the correct manner.

Today, the pulpit is abused. It is abused as well as misused by the Khateeb’s, Scholars, Students, and leaders of the Muslim Community. How is it abused one may ask?

When the armies of Kufr invade our lands,
When the armies of Shirk establish their laws,
When the armies of Fasaad spread their corrupt culture,
When the armies of Hawaa’ rape our women,
When the armies of Mujrimoon steal our resources,
When the armies of Kaafireen preach their “liberation” and “Democracy,”
When the armies of Baghi kill our people,
Then how is it asked by those from amongst us,
“Just how exactly is the Minbar abused and misused”
When a bomb had just dropped on your house,
And the blood of your family is flowing down the streets?
And your children are worshipping other than Allah?

So it is the pulpit which gathers us together, whether in goodness or in evil. Today, we abuse it by discarding the subjects which are central to the heartbeat of this Ummah and that is Jihaad. It is true though that many Muslim communities – particularly throughout the West – are ignorant of this subject as well as the very basics of their Deen. So the proper method of bringing in the subject of Jihaad to such communities is by revitalizing the ‘Aqeedah of Ahlus Sunnah within them by discussing the conditions of the Shahaadah as well as its nullifiers, putting great emphasis on the subject of al-Walaa’ wal Baraa’ah in modern society, and then slowly educating them on the global Jihaad which anyone can take part in. If you are a regular Khateeb, then we advise you with this as well as educating the Ummah on the fundamentals of the Religion such as the pillars, cultural clashes, modesty, morals, and behavior.

An example of the pulpit being abused is when it is used for political purposes such as gaining voters for a Kaafir (such as John Edwards) and/or a Murtad (such as Barack Obama) and preaching concepts which take one outside the folds of Islaam such as Democracy, and spreading confusion and misguidance by speaking about integration, absolute tolerance, and so-called terrorism.

An example of a pulpit being misused is when the Khateeb’s shy away from talking about the current situations of the Muslim Ummah and how we are supposed to view them from Qur’aan and Sunnah. Usually, they shy away from such topics in order to avoid controversy. The reality is that when they shy from such things, then it is as if they forgot that an Ummah exists. And how horrible is that when the Ummah is going through the greatest of trials it has ever undergone and its weekly speakers throughout the world (i.e., Khateeb’s) are avoiding the benefit of guiding it by using the excuse “it’s controversial”? And how are the Muslims going to move forward without discussing the global issues which affect our souls? Who is going to clarify for us, every Friday, what is happening on the battlefields of ‘Iraaq, Afghanistan, Somalia, Filistine, Pakistan and so on, when the media is making it seem controversial through their twisting of events nearly everyday? Who is going to correct our understanding when a newly innovated matter or concept or deviant group appears in the Religion such as integration, interfaith dialogs, the Al-Anbar Salvation Council, and the actions of the Shi’a? And when did it become Haraam, nay Makrooh, to discuss the contemporary events? By Allah, this is not the Sunnah of Rasoolullah (sallallahu ‘alayhi wassallam) as he was the one who informed the people of the current events in addition to purifying them with the book of Allah, ‘Azza wa Jall.

A funny yet horribly sad example of misusing the pulpit is when one of our brothers told us that at his local Masjid – which has mostly Pakistani’s going to it, running it, and giving Khutbaat and Duroos in it – that after the Lal Masjid incident started and ended (with the massacre), there was not a single word from the mouth of the Khateeb or the leaders (of the Masjid) regarding it! The brother felt so horrible being in that Masjid and failed to fathom how the Pakistani’s didn’t talk about an enormous situation occurring right in their backyard. Instead, they were talking about celebrating their children’s graduation and proving that it is not bid’ah! Wa la howla wala Quwatta Illa Billah.

So there is a subtle difference between abusing and misusing the pulpit, both of which are unacceptable by all standards of Shari’ah. Some will say, “But if we follow in the direction you are speaking of, then our Masaajid would get shutdown, one by one, and we wouldn’t have a place to pray!” We say to them: This is where the sacrifices come and are much needed! This is where if the sacrifices are made, then the Religion spreads and the Ummah is strengthened. Take the example of the Lal Masjid! They stoop up to the tyrants and waged Jihaad against them. They were not a group that was going through rigorous military training. Nay, they were a Masjid full of students! And because of the Lal Masjid siege, look at the great awakening in Pakistan! Nearly everyday there is an attack on the Murtadeen, and a few times a week we hear, from even the Kaafir sources, about the huge operations of the Mujaahideen in Pakistan against the forces of Apostasy where they crush the Army of Pakistan, break their morale, and destroy their ranks and then stories are coming out that there are certain areas of Pakistan that the Apostate Army would never ever cross into because of how bad the damage becomes, even if they roll out a mile of tanks, and a sky full of jets and helicopters; and all the praises and thanks belong to Allah. So Allah revealed to the Ummah who are the hypocrites in Pakistan and who are the true believers; and the amazing thing is that we are only in the beginning stage. This was all due to a single event: The Lal Masjid siege. So with Tawakkul in Allah Ta’aala, He will grant us the ‘Izzah and Victory. Sure, it may not come while we are alive, but Allah and His Messenger have promised its appearance! The Shuhadaa of Lal Masjid – may Allah accept them into the gardens of Paradise – had never once thought that because of their actions, a huge Jihaadee resurgence would be born in Pakistan. Who knows… perhaps a few years later down the line, the entire country of Pakistan would be controlled by the Mujaahideen with the Shari’ah enforced throughout and would have nuclear capability. Therefore the excuse of “we will not have a place to pray” is false and a misguided notion which is empty of learning historic facts.

Going back to the subject, a Masjid that has a sincere group of Shura members is one where they use the pulpit strategically so that they can guide the Ummah back to Islaam and its tenants. So the Shura members should be educated and well-versed in the religion. However, the stark reality is that this is not the situation with a great majority of the Masaajid today. In some cases, the situation is so bad (such as IFS or Islamic Foundation Society and ICLI or Islamic Center of Long Island) where if the Khateeb is speaking the Haqq, the Shura wouldn’t have a problem condemning the brother after his khutbah or calling the FBI on him or even disrupting his khutbah just to replace him with someone that will speak on a “lighter issue.” These are the types of Masaajid where one should avoid if possible and if they can’t, then they shouldn’t have a problem standing up after the Khutbah to correct the Khateeb on an issue (such as terrorism, integration, democracy, voting etc.). But if you want things to move a little faster in your community, then you can use the tactic of speaking after the Khutbah for a minute or two on the current situation between the armies of Imaan and Kufr.

So the pulpit can be abused or used in the best of ways. If you’ve noticed, a good portion of Qur’aan uses the words, “Qaloo” or “Yaquloo” or “Qaalaa” etc. as ways of telling stories, giving lessons, and understanding the religion. This should at least indicate to us that Allah uses speech to communicate to us and that therefore, we must use speech – in the most appropriate, authentic and best of ways – to communicate to the Ummah their obligations. We hope that the Muslims understand this and how great this weapon is which Allah has blessed us with. If it is used properly, then it becomes easy to mobilize the Muslims into following and supporting the Mujaahideen who are fighting purely for Allah’s sake… in fact, it will become almost too easy. That’s how great that weapon is.

And there will almost always be opposition to the truth within the Masaajid of Allah Ta’aala. One of our brothers gave a Khutbah at his local Masjid on how Jihaad is fard ‘ayn and that the Muslims have to support the Mujaahideen, and almost immediately after the Khutbah, there was a loud discussion going on between 10 different people. Only one of them were supporting the Khateeb and was defending him from the verbal abuses of the 9 others. Some may look at this and say, “This Khateeb is creating fitnah.” By Allah, this is not fitnah! This is a part of what we want to achieve. We want to polarize the society between Haqq and Baatil in order to make clear to the believers who is on the side of Haqq and who is on the side of Baatil. So the discourse, discussions, and debates are much needed within the Muslim Community regarding Jihaad. This assembly line of condemnation of the Mujaahideen needs to be shattered into pieces. And the way this is achieved is by speaking and spreading the knowledge regarding al-Jihaad fe Sabeelilaah and the current events. Through this, bi idhnillah, we will achieve the starting point in our communities which is the dialog. It will take time, but eventually this subject alone will start to split the people in half. This is not fitnah, nor fasaad, but it is only a corollary of al-Walaa’ wal Baraa’ah and this is Amr bil Ma’roof wa Nahi ‘Anil Munkar.

Once the communities are at this stage of splitting, then this is where the real unity begins. May we remind you O Muwahideen that unity is not based upon anything except the ‘Aqeedah. And the part of ‘Aqeedah which we are emphasizing is the belief in Jihaad, the conditions of Laa Ilaaha Illallaah, and al-Walaa’ wal Baraa’ah (which is a part of the conditions of the Shahaada).

So good luck in your endeavor in purifying the pulpit from the hypocrites and wrongdoers who unjustly use the pulpit to weaken the Ummah in its resolve, honor, dignity, and strength.

وَإِنْ يَقُولُوا تَسْمَعْ لِقَوْلِهِمْ كَأَنَّهُمْ خُشُبٌ مُسَنَّدَةٌ

…And if they (Munafiqoon) speak, you will listen to their speech; (they are) as if they were big pieces of wood clad with garments… [Al-Munafiqoon: 4]
