Dokka Umarov’s Statement about the Declaration of the Caucasus Emirate

In the Name of Allah, the Most Gracious, the Most Merciful.

as-Salamu `alaykum wa-rahmatu-Llahi wa-barakatuh!

We, the Mujahideen, went out to fight against the infidels not for the sake of fighting, but to restore the Shariah of Allah in our land. Allah says that He does not change condition of people until they change it themselves. Today, as during all times, the condition can be changed only with a weapon in hand. If the Allah’s Religion could be established on Earth using another method, then our Prophet (peace and blessings of Allah be upon him) would not participate in 27 battles.

There is no power and no might except Allah, and at the same time Allah says us to make a cause and prepare forces for waging the war, as mush as we can. As much as we can, it does not mean equaling in amount to what kuffar have. It is impossible at this stage, don’t be mistaken and remember: the victory of Muslims will come, Inshaallah, not because of amount of warriors or abundance of weapons, but it will come because of our fear of Allah.

And fear of Allah is such state of a soul and such behavious of a Muslim, when he is afraid of violating limits of permitted and forbidden, which were established by Allah. The most important prohibition is contained in the formula of the faith itself: La ilaha illa Allah. Repeating these great words is easy and simple, but putting it into practice is not easy and not simple, because achieving the Paradise is not easy and not simple.

Allah the Most High warns us in the Qur’an that he will not forgive shirk – associating companions to Him, but He can forgive anything less grave than that, if He wills. Muslims must be afraid of it always, throughout their entire life. So we, Mujahideen, reject any laws, rules and establishments that do not come from Allah. Jihad against Russian kuffar never stopped, it was revived 16 years ago in Chechenistan, when Jokhar Dudayev (may Allaah have mercy on him) by the will of Allah became the leader of Chechen people. Since then several leders have changed. We ask Allah to bless their gazawat (Jihad) and all brothers who preceded us.

Whatever political slogans were pronounced and whatever words used to describe it, those who went out to fight against Russian kuffar spoke only about Jihad and death for His sake. Averyone will be awarded according to their intentions, Inshaallah.

Every leader of Jihad spoke and acted according to his understanding of the Religion and the situation. We, Inshaallah, don’t condemn and don’t criticise them, but ask Allah to have mercy on us and them.

By the will of Allah, praise be to Him the Most High, it was my destiny to lead the Jihad. The Most High sees that I did not want, did not seek such responsibility and I never thought that I will have to carry such burden. But since it was my destiny, I will lead and organize Jihad according to understanding given to me by Allah the Most High.

I announce to all Muslims that I am waging a war against infidels under the banner of “La ilaha illa Allah”. It means that as the Amir of Mujahideen in Caucasus I reject everything associated with taghut. I reject all kafir laws established in the world. I reject all laws and systems established by infidels in the land of Caucasus. I reject and declare outlawed all names used by infidels to divide Muslims. I declare outlawed ethnic, territorial and colonial zones crying names of “North-Caucasian republics”, “Trans-Caucasian republics” and such like. All lands in Caucasus, where Mujahideen who gave bayah to me wage Jihad, I declare wilayahs of the Caucasus Emirate: wilayah Dagestan, wilayah Nokhchiycho (ex-Chechnya), wilayah Ghalghaycho (ex-Ingushetiya), wilayah Iriston (ex-North Ossetia), wilayah of the Nogay steppe (includes parts of northern Chechnya, Dagestan and Stavropol district), the combined wilayah of Kabarda, Bulkar and Karachay.

I don’t think that it is necessary to draw the borders of the Caucasus Emirate. Firstly, because Caucasus is occupied by kuffar and apostates and it is Dar al-Harb, the territory of war, and our nearest task is to make Caucasus Dar as-Salam, establishing the Shariah in its land and expelling the kuffar. Secondly, after expelling the kuffar we must reconquer all historical lands of Muslims, and these borders are beyond the boundaries of Caucasus.

I foresee objections of all educated and uneducated hypocrites, who will claim that we are establishing an abstract, virtual state. I would like to say, Inshaallah, the Caucasus Emirate is a formation that is more real than all artificial colonial zones existing today. We will scrupulously, methodically, step by step introduce, enforce the Shariah order in our land. The establishment of Shariah is an elevating of Allah’s word, and it is the essence of Jihad.

Those who were sitting behind and evaded Jihad had different arguments. One of them, democratic terms, which we left intact and did not attach importance due to a misunderstanding. I accept this argument and we reject these names and titles. It is time to bring into line our intentions, our words and deeds. In that horrible day, when we will stand in front of our Creator, I don’t want to be accused when they will look for excuses. I fear Allah’s punishment. So I remind once more about the banner under which we went for Jihad. We went for Jihad to establish the Shariah of Allah. We will strive for His sake, and the result is Allah’s.

I said it earlier and I repeat it again. We are an inseparable part of the Islamic Ummah. I am saddened by the position of those Muslims who declare as their enemies only those kuffar who attacked them directly. And at the same time they seek support and sympathy from other kuffar, forgetting that all infidels are one nation. Today in Afghanistan, Iraq, Somalia, Palestine our brothers are fighting. Everyone who attacked Muslims wherever they are our enemies, common enemies. Our enemy is not Rusnya only, but also America, England, Israel, and everyone who wages war against Islam and Muslims. And they are our enemies mainly because they are enemies of Allah. Once again I foresee condemnation of such position by hypocrites and panic of weak Muslims, not firm Muslims. Typical arguments in such cases include that it is a foolish policy, that we will set the whole world against ourselves. Subhanallah! As if the whole world of infidels and apostates does not already wage war against Muslims. With regard to policy I would like to tell all my opponents: the real and wise policy is a policy based on the Qur’an and the Sunnah. And the foolish policy is a policy based on hollow expectations, incomprehensible fantasies and fear of a visible power.

And I remind to Mujahideen fighting for the sake of Allah and also to oppressed and humiliated Muslims that as the Amir of Mujahideen in Caucasus I am the only legitimate power in all territories where there are Mujahideen who gave an oath to me as the leader of Jihad.

All Muslims have an obligation to help Mujahideen in every way they can. And I remind: kuffar and apostates from local collaborators are objects for eliminations, and not subjects of authority.
